What's an issue number used for on a Maestro card?

I'm asking because I'm trying to put through an order on Tesco.com and it won't allow the order to go through without an issue number. My card doesn't have one so I was just going to enter 1, but obviously I don't want to do it if it'll cause the payment to fail. Any help/advice appreciated.
