Which graduate school would be better to attend? Carnegie Mellon or Cornell?

The program at Carnegie Mellon is the Master of Public Policy and Management, and the program at Cornell is a Master of Public Administration at CIPA. CMU is ranked higher in the program but Cornell is an Ivy league and ranked higher overall as a school. Any wise, informed advice as to where to attend?
